International Year of Older Persons. October 1, 1998 was the kick-off day for the event. The
event began in Michigan when Governor John Engler proclaimed 1999 Michigan's International
Year of Older Persons at the Senior Expo in Kalamazoo, Michigan on August 25, 1998.
